Wei Shaojun calls on ITPC to promote cooperation between China and the international semiconductor industry

At the invitation of SEMI China, Wei Shaojun, Team Leader of National 01 Special Expert Group, Chairman of China IC Design Branch and Professor of the Department of Microelectronics of Tsinghua University, has represented the Chinese IC industry in the annual “International Technology Partnership Conference (ITPC 2012) hosted by SEMI. The keynote speech was delivered to promote cooperation between China and the international semiconductor industry. Wei Shaojun said that China is one of the most important markets for domestic and global semiconductor industries. Despite the difficulties, the Chinese semiconductor industry itself is eager to have a new opportunity for rapid growth in the region.

Due to unstable Sino-U.S. relations, the international community's inappropriate export control to China, and the US$170 billion IC import volume, it is determined that the Central Government of China has regarded IC as a national core strategic industry, and local governments are also trying to use ICs. And other high-tech industries to adjust the local industrial structure. However, the Chinese government has not found a practical and sustainable measure to support the development of its IC industry sustainably, because it is a policy that must be effective in supporting the industry and comply with WTO rules. Wei Shaojun believes that only a few companies can survive in the post-Moore era when the IC industry enters a high-cost period. It is still unknown whether China's IC industry will occupy a place in the future IC ecosystem. Therefore, the Chinese administration should have More patience.

In the era when ICs are moving to the post-Moore era, upgrading the basic capabilities to meet the challenges of the new era is the need for Chinese IC design companies to win. Wei Shaojun said that in recent years, the rapid development of China's IC design industry, China's IC design in 2012 will have a 39% increase, IC design sales will also exceed 60 billion yuan, but China's IC design industry is still not strong. Wei Shaojun also emphasized that if it relies too much on foreign IP technologies and lacks proprietary R&D IP, it will greatly limit the progress of domestic IC design. Therefore, IP core is very important, but how to use IP core is more important, and the most important is to have its own IP core.

The SEMI International Trade Partners Conference held annually in Hawaii for 27 years has initially served the semiconductor industry in Japan and the United States. It was formerly known as the United States-Japan Technology Partnership Conference. With the globalization of the semiconductor industry, South Korea, Europe, China Taiwan, Singapore, and China soon joined. From 2012, SEMI changed the name of the conference from "International Trade Partners Conference (ITPC)" to "International Technology Partners Conference (ITPC)".
