The Director of the Hong Kong Environment Bureau, Mr Wong Kam-sing, said that the Government would speed up the phase-out of incandescent lamps and improve energy efficiency by reducing the supply of incandescent lamps and promoting more energy-efficient lamps.
On the 27th, Wong Kam-sing replied to the question raised by Legislative Council Member Leung Chi-chang on the 27th that the electricity consumption for lighting has accounted for about 15% of the total electricity consumption in Hong Kong in the past 10 years. The general incandescent lamp has low energy efficiency and can be replaced by energy-saving lamps and LED bulbs.
Currently 36 suppliers and 28 retailers are participating in the charter program, promising to completely stop selling and stop adding incandescent lamps. The Electrical and Mechanical Services Department will conduct regular on-site inspections to monitor and ensure that merchants effectively implement the suspension arrangements.
Huang Jinxing said that the energy-saving lamps contain traces of mercury. If the lamps are damaged, a small amount of vaporized mercury will be released. However, under normal circumstances, transportation and disposal of energy-saving lamps will not affect the health of the public and waste disposal personnel.
The law stipulates that any person who disposes of these lighting products in large quantities must be properly packaged and marked and collected by licensed chemical waste collectors and transported to the Tsing Yi Chemical Waste Treatment Centre for disposal.
The EPD supports the industry to set up a recycling program to collect free discarded energy-saving lamps from home users and transport them to the processing center.
