Entrusted by Shenyang Economic and Technological Development Zone Thermoelectricity Co., Ltd., to openly invite tenders for Shenyang Coal-fired Power Development Co., Ltd. - the coal procurement project during the heating period from 2016 to 2017, and select qualified corporate bodies through open tendering. The announcement is as follows:

First, the project overview is as follows:

4. Source of funds: self-raised

5. The scope of tender:

The number of procurements for this bidding is 350,000 tons, including 250,000 tons of lignite and 100,000 tons of long flame coal. There are seven bid sections:

The first lot of lignite 50,000 tons;

The second tender of 50,000 tons of lignite;

The third tender of 50,000 tons of lignite;

The fourth tender of brown coal is 50,000 tons;

The 5th batch of lignite 50,000 tons (need to save to the surrounding coal storage yard in Shenyang);

Sixth tender section long flame coal 50,000 tons (need to be transported to the power center for storage)

The No. 7 tender section is 50,000 tons of Changyan Coal (it needs to be stored in a coal storage yard around Shenyang).

The bidding unit participates in bids in the form of tenders, and concurrent investment cannot be part of the tender, except for the sixth tender (the sixth tender can be combined with other tenders). Any unit shall not give up the bid during the bidding process. If there is a bid for a bid, each bid section of the unit will be deemed to have abandoned the bid, and the bid security will be confiscated and placed on the default list.

Second, bidder qualification conditions:

(1) The legal status of an independent legal person legally registered in the territory of the People's Republic of China and a complete and valid business license, organization code certificate, and tax registration certificate.

(2) The company has been established for not less than three months (according to the date of business execution), registered capital is not less than 10 million yuan, and has good business performance.

(3) Having reliable coal mine support sources, it is necessary to provide an agency sales agreement or to provide the original coal purchase and sale contract.

(4) Having the ability to independently resolve all administrative management and constraints in the process of coal shipping, storage and short-haul transportation (eg: railways, environmental protection, roads, traffic, urban management and comprehensive administrative enforcement, etc., must ensure that the coal supply scheduling and supply are independent or The long-term fixed-cooperation teams of coal handling, transport and transportation shall provide the original contract for coal railways or road transport.

(5) The bidder must have the ability to advance the fund and provide a letter of commitment when registering.

(6) A coal sample (20 g sealed) shall be provided for the opening of bids, and a quality inspection bureau inspection report shall be provided at or above the municipal level.

(7) The 5th bid section and the 7th bid section require the bidder to have an independent coal storage yard in Shenyang City (not less than 50,000 tons, providing coal storage agreement), and the one-way distance from the coal yard to the company's home area should not exceed 20 kilometers or one-way use time. Transportation does not exceed 2 hours.

Third, registration and sale of tender documents, time, location and requirements:

2. Registration requirements: Bidders who register and purchase tender documents, please bring:

Business license of enterprise legal person (copy of copy is affixed with official seal), authorization letter of legal representative (original and copy), lease agreement of storage coal yard, transport agreement, sales agreement for agent, or copy of coal supply and purchase contract of coal source.

3. Price of Bidding Documents: RMB 1000/Bid

4. If the bidder needs to issue a special VAT invoice, he must bring a copy of the general taxpayer's certificate and registration information form.
