Fulton said: "We are particularly concerned about zero-occupant vehicles. This scenario is especially likely to happen when privately-owned vehicles are owned by individuals."

For example, many companies are programming auto-driving cars so that they are deeply interested in running errands or picking up and transporting their own goods, but this may lead to a multiplication of zero-occupant vehicles, which in turn increases traffic congestion.

The Massachusetts Assembly has proposed a tax on driverless cars to prevent the emergence of "zombie cars." According to this proposal, a zero-occupant vehicle pays at least 2.5 cents for every mile it takes.

At the same time, as companies design more comfortable autonomous vehicles, consumers may choose to live farther out of the city because they can sleep or rest in the car on commuting roads. However, this will also increase the flow of traffic entering and leaving the city during peak hours, thereby aggravating congestion.

In addition, Fulton also said that even if the future self-driving vehicles are operated as part of a ride-sharing network such as Uber, it is still possible to increase traffic congestion.

This is because without the driver's cost, the automatic driving "special car" charges such as Uber or Lyfts will become so cheap that people will prefer to take these vehicles by themselves rather than share with others.

Fulton said: "I think we need some sort of pricing mechanism to stop zero-occupant vehicles and penalize single-occupant vehicles."

Some cities have already taken action and do not encourage people to travel by themselves. California and Colorado have already installed high-charge lanes, single-occupant vehicles must be paid to use, and charges will increase during peak hours.
