I. Project Overview

Huaneng Fuzhou Power Plant is located in the northeastern side of the Changle City (county level) divergence village in Fuzhou, Fujian Province, on the south bank of the Lancang River, about 35km away from Fuzhou City, about 4km away from Changle City, about 34km away from the Ganjiang River estuary, and downstream of Mawei Harbor. About 3km away from Mawei Development Zone across the river.

The first phase of Huaneng Fuzhou Power Plant has an installed capacity of 2×350MW. The host is a subcritical unit imported from Mitsubishi of Japan. It was completed and put into operation on December 26, 1988; the installed capacity of the second phase was 2×350MW, and the boiler was built by Mitsui It was manufactured by Babcock and the turbine generator was manufactured by Siemens of Germany. It was completed and put into operation in September 1999. The third phase of the project has an installed capacity of 2×660MW ultra-supercritical coal-fired units, and simultaneous construction of flue gas desulfurization devices and denitrification devices.

Third, the qualification requirements

3.1 The bidder should have the following conditions:

3.1.1 Bidders shall register in the territory of the People's Republic of China and have independent legal personality.

3.1.2 The business scope of the business license provided by the bidder shall be consistent with the product being invested.

3.1.3 Bidders must have a sound quality assurance system; they must have corresponding qualifications and capabilities in design, production, manufacturing, quality control, business management, etc. in terms of professional technology, equipment and facilities, personnel organization, and so on.

3.1.4 Provide at least 3 items similar to the equipment delivery performance and certification materials.

3.1.5 The bidder should have a good financial status and have sufficient liquidity to undertake the manufacturing and supply of the tendering project.

3.1.6 The bidder has not been ordered to suspend business, and the property has been taken over, frozen, and bankrupted.

3.1.7 The Bidder must bid on all of the bidding procurement.

3.1.8 Bidders did not have bad records of the country, industry, China Huaneng Group Corporation and its subsidiaries.

3.1.9 Bidders cannot participate in bids as subcontractors of other bidders. The legal representative is two or more legal persons of the same person. The parent company and the wholly-owned subsidiary and its holding company may not bid at the same time.

3.1.10 The Commonwealth does not accept bids in this tender.

3.2 Bidders are agents and have the following conditions:

3.2.1 Has the status of an independent legal person registered in the territory of the People's Republic of China.

3.2.2 The business scope of the business license provided by the bidder should be consistent with the product being invested.

3.2.3 is an authorized dealer of the manufacturer for this project.

3.2.4 The bidder should have a good financial status and have sufficient liquidity to undertake the manufacturing and supply of the bidding project.

3.2.5 The bidder has not been ordered to suspend business, and the property has been taken over, frozen, or bankrupted.

3.2.6 The bidder must bid on all the bids for this procurement.

3.2.7 Bidders did not have bad records of the state, industry, China Huaneng Group Corporation and its subsidiaries.

3.2.8 Bidders cannot participate in bids as subcontractors of other bidders. The legal representative is two or more legal persons of the same person. The parent company and the wholly-owned subsidiary and its holding company may not bid at the same time.

3.2.9 The Commonwealth does not accept bids from the Commonwealth
